6.2 cherry-pick of #82481

  • Explanation: Ensures we print raw identifier decl names with backticks in SourceKit requests such as document structure
  • Scope: Affects decl names returned by SourceKit for requests such as document structure
  • Issue: rdar://152524780
  • Risk: Low, only affects SourceKit and raw identifiers
  • Testing: Added tests to test suite
  • Reviewer: Ben Barham
